Jules Cazenaud の「Ballade, Op. 18」です。
読み方は、申し訳ないですが分からなかったです。
フランス人の作曲家みたいです。

Although this piece was published in 1909, Cazenaud was active as a composer, pianist and organist in Clermont-Ferrand in the middle of the 19th century. For more information, there is a page (in French) on Cazenaud on the site of l’Association George Onslow:

In style the Ballade is reminiscent of Gounod. It is not as serious a piece as the title would suggest, but is, I think, a pleasant piece to play or listen to.
